Oversight

According to Ofgem on the topic of 'Oversight'. Under the ECO (Energy company obligation scheme the installer must be registered with a certification body.
You can try contacting the National Insulation Association which has procedures for complaints against registered members.  You can also search on the  Green Deal Oversight & Registration Body website where you may be able to find details of your installers’ certification body.   

The National Insulation Association have a rudimentary, often poorly written website which doesn't tell us who the  board members are but does give us useful unbiased information such as :

I reported the former statement to the BBA.
Update 27/11. BBA replied that it is stated in individual certificates under "Durability" which when I checked on some certificates is true that it says that the insulating properties of the material should last the life time of the building. But as far as I know the BBA do not test a product under real world conditions for e.g a decade or more and certainly not the 25 years that CIGA guarantee for.

If we look at the past directorship of the National Insulation Association. Aside from the fact that the majority of the directors seem to be from the industry as per CIGA, you will also see that it's hard to separate CIGA from the NIA because so many CIGA members have or do serve on the board of NIA.
We already know that CIGA board members have potential conflicts of interest when it comes to investigating and reporting on CWI failures and due the similar makeup this potential naturally extends to the NIA.
NIA have their own complaints procedure which involves mediation by the NIA against an installer (even though the installer could easily be affiliated with an NIA director) and a the NIA board can then review if mediation fails. I could not find any information on the NIA site about who the board members are.
I have not had any dealing with NIA because my installer and system designer has gone bust and so it defaults to CIGA to handle the 'concern'. But looking from the outside, surely for Ofgem to state that NIA is an oversight body is a grave oversight in itself.

It's probably not complete as CH website not the easiest to search and some people are listed differently e.g a middle initial on one company and without on another which makes them appear as 2 different people.
The ofgem site also gives a link to Green Deal certification bodies. I'm not sure how useful it is as it lists BBA, CIGA, The National Insulation Association and a few others who I've not had the time yet to look at their role.
